Climate Change Policies in Urban Areas

Cities where dense populations live and work can lead the world in climate action. The OECC supports city-to-city collaborations and promotes the development of sustainable cities.

GHG emission reduction and adaptation to climate change are important issues in cities where dense populations live and work. Cities around the world are working to decarbonize and strengthen resilience. JICA and the Ministry of the Environment have focused on the importance of cities and are supporting human resource development and building institutional foundations in the cities of developing countries, with the cooperation of Japanese cities. In addition, collaboration with the private sector is also promoted to develop and implement decarbonization projects.

Roles of the OECC

Under the leadership of Governor Chadchart, the Bangkok Metropolitan Administration (BMA), one of the largest cities in Southeast Asia, is working with the City of Yokohama, one of the largest cities in Japan, to address climate change. The OECC has proposed effective ways for the BMA to reduce GHG emissions from its own operations and is working to develop projects, while also supporting the introduction of decarbonization technologies that match the needs of private companies through the Joint Credit Mechanism (JCM) and other schemes. The OECC also supports the hosting of the Asian-Pacific City Summit (APCS), which has so far been hosted by Fukuoka City and Kagoshima City.

Our Business

Support for the Bangkok Metropolitan Administration in Formulating a Climate Change Plan

Through JICA’s technical cooperation project, the OECC supported the preparation of the “Bangkok Climate Change Master Plan 2021-2030.” The OECC also assisted in formulating the Energy Action Plan to link it to concrete actions.
The Bangkok Metropolitan Administration has committed to achieving net zero emissions by 2050. To achieve this, it is necessary to involve various stakeholders and promote initiatives especially in the energy and transportation sectors, which have large emissions. The Energy Action Plan outlines specific projects that will lead to actual reductions.

Holding Workshops for City-to-City Collaboration

The OECC has been working to promote the climate change measures of the Bangkok Metropolitan Administration extensively in collaboration with the BMA and the City of Yokohama. We have held workshops based on the City-to-City Collaboration Program to promote investments in the introduction of decarbonization technologies in cooperation with the private sector. The workshops were attended by the BMA and related public and private sector organizations and provided opportunities for many Japanese and Thai companies to participate in business pitching contests.

Implementation of Energy Research for GHG Emission Reduction

To reduce GHG emissions, improving energy efficiency is extremely important and is one of the first steps made along with the introduction of renewable energy. However, upgrading the facilities of the private sector to more energy-efficient ones by enhancing environmental investments often require fundamental energy-related knowledge. The OECC has been supporting the introduction of decarbonization technologies and energy-efficient infrastructures by conducting surveys on energy-related facilities through JCM and other means in order to respond to the needs of the private sector which is eager to reduce GHG emissions.

Collaboration and Dialogue with Cities in the Asia-Pacific Region

The OECC has been engaged in planning and organizing the subcommittees and sub-themes at the APCS hosted by Fukuoka City and Kagoshima City. We were also responsible for proposing themes and summarizing discussions on various issues that cities in the Asia-Pacific region face, which include climate change issues in urban areas, revitalizing local economies, overcoming the COVID-19 pandemic, measures to combat an aging society and declining birthrate, utilization of Digital Transformation/Information and Communication Technology (DX and ICT), and creating cities that are friendly to their populations.
The OECC has also participated in the Asia Smart City Conference (ASCC) hosted by the City of Yokohama and other organizations to support urban policies and initiatives related to decarbonization and low-carbon development in developing countries.

Governor Chadchart of Bangkok Metropolitan Administration Visited Japan

After signing a memorandum of understanding on technical cooperation with the Bangkok Metropolitan Administration (BMA) in 2013, the City of Yokohama has been providing technical cooperation including support for the formulation of the Bangkok Climate Change Master Plan. In November 2023, Mr. Chadchart, the Governor of the BMA, visited Japan and attended the Asia Smart City Conference hosted by the City of Yokohama. He also had a talk with the Mayor of Yokohama, Mr. Takeharu Yamanaka.
