Report on the 36th Meeting of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer (MOP36)
From October 27 to November 1, the 36th Meeting of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer (MOP36) and other related meetings were held in Bangkok, Thailand. One of the themes at this meeting was the Life-cycle Refrigerant Management (LRM), which is being promoted by the Japanese government, and an official workshop was also held.
The OECC, as the secretariat of the Initiative on Fluorocarbons Life Cycle Management (IFL), organized side events and spoke at workshops, in addition to exhibiting a booth at the MOP36 venue. Japan’s presentations on life cycle management of refrigerants drew significant attention.
Official Workshops and Side Events
On October 27, OECC’s Director appeared as a panelist at the official workshop on LRM based on the MOP35 decision.
At the workshop, an evaluation report prepared by the Technology and Economic Assessment Panel (TEAP) was introduced, and as one of the policy frameworks of participating countries, Japan’s efforts based on the Act on Rational Use and Proper Management of Fluorocarbons was presented by Director Kogu of the Fluorocarbons Control Office of the Ministry of the Environment, Japan. In the panel discussion on financial arrangements, OECC’s Director Kato highlighted that it is essential to aim for high integrity in setting up the carbon credit system, explaining the importance of transparency of efforts, which is a prerequisite for funding, and also of measurement, reporting and verification (MRV) at each step of the management process such as Recovering, Recycling and Destroying.

Additionally, on October 31, the OECC co-hosted a side event with the Climate and Clean Air Coalition (CCAC) entitled “Connecting stakeholders and creating ecosystems of LRM”, where approximately 40 people participated. Technological progresses of each country were presented by the representatives from the Japan Refrigeration and Air Conditioning Industry Association, the Ministry of Environment of Malaysia, Hanoi University in Vietnam, and others. The OECC gave a role-playing presentation in which participants worked together to consider how to further facilitate life cycle management of refrigerants in developing countries.
Strengthening information dissemination and collaboration with related organizations
In addition to disseminating information at the booth for one week, this conference was full of new challenges, including various experimental initiatives based on the accumulated experience of cooperation with developing countries and information dissemination that IFL has implemented so far. These on-site activities were a great success and, at the same time, helped us find issues and lessons. We mostly gained a lot in strengthening our relationships with the various people cooperating with us.
